Is a 3.5 optical zoom on a digital compact camera suitable to get pictures and videos in skiing & water skiing?

This is on an Olympus camera which is water proof, shock proof and functions in cold weathers. I like these features but worried about the zoom.

I have a budget of like £150 and it would be much easier if the camera could be bought in the UK. I’d like it to be quite up to date so about 10 megapixels, good zoom and you can add loads of effects like black and white etc and you can add text to the photos as well etc.
