How to people start a ski resort – do you buy a mountain or what?

how can people get the approval to start ski resorts these days? Do you have to clear land (usually on public grounds), buy a mountain, etc.? How is this feasible in today’s world with all the laws and special interest groups?

    Where I live, it’s public land, and the rights to use it are bought by huge conglomerate companies.

    They have TOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOONS of money.

    do you have OOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOONS of money?

    I’m guessing, if you haven’t, then you don’t have the money to start one.

    Think of the insurance premiums ALONE! Cause, you know people will sue the pants off you, cause the lift pulled at a hangnail.
