Where is the best place to Ski near tokyo?

I recommend Naeba.
It’s one of the biggest and most developed SkI Resorts in Japan. It’s actually awesome.
Every people, including kids and experts, would find their own congenial places. Mt.Naeba locates rather isolated place, so not many convenient accommodation other than NAEBA PRINCE HOTEL.
GALA is good, but much smaller when you compared with Naeba. It locate up on the mountain and you need to take a rope-way. It sometime stops if they get strong wind or blizzard.
Most likely, you would stay in Echigo Yuzawa area if you go to GALA. Around Echigo Yuzawa, there are many ski resorts, and you could take free shuttle bus from Echigo Yuzawa Station to these ski areas, including GALA and Naeba. However, taking a bus before and after skiing could be actually painful: it’s possibly cold, wet, soiled, tired, and bring many luggage. kyodai_kame
